We have learned that your honorable nation has offered several forms of aid to the Syrian people through various Syrian-American organizations, the most important of which is Syria for Relief and Human Development directed by Dr. Jihad Qaddour in the US and Regional Director Dr. Seri Bakkar in Jordan
We have a number of confirmed documents that indicate mismanagement of humanitarian aid on the part of this organization. There is a great lack of transparency in the methods and distribution of aid
In Jordan: Akleh Hospital is completely funded by Islamic Relief Worldwide and SRD does not provide any funding except occasionally covering the salaries of volunteer physicians. Furthermore, representatives who visit the hospital regularly usually donate the aforementioned salaries
Inside Syria
Southern Syria: SRD has only two projects inside Syria and they are Personal Support Clinics in Tal Shehab and Maarba offered by Save Children Organization. For the record, only a small portion of the funding provided by Save the Children is isactually sent to the clinics because SRD sends medical supplies donated by other organizations instead and as if it is a part of the funding
East Ghariya Hospital is funded with $1,000,000 by Turkish Relief organization. This organization only provides the physician salaries and medical teams and some medical supplies. The medical devices were provided and supposedly new, however they were actually outdated, used, and refurbished. Most of the medical supplies are donated by the organization with the claim that it is a part of the funding
There are threats of violence against some of the physicians within Syria who refused to work with Dr. Seri Bakkar and Dr. Muhammad Yusuf 0799600207 0799384566 -is a witness to this
There are also a number of other issues. Are you aware that the supplies you provide to SRD are sent under the guise that SRD has actually purchased them and they are sent as a form of funding for other projects?

Save Children Organization supports two projects inside Syria (Psychological Support Clinic for Children) in Tal Shehab and Maarba via Syrian for Relief and Development
Turkish Relief Organization supports the project for a central hospital in the southern area of Syria, in the province of Daraa, in East Ghariya
For the record, 90% of the medical supplies and devices that you provide for Syria for Relief and Development reach these three locations [Tal Shehab, Maarba, East Ghariya] in addition to Tafasand the rest of the areas do not receive any supplies and this is confirmed by reports from every field hospital. These supplies were considered to have been purchased so as to support the very field hospitals that have not received anything. With the knowledge that the supplies belonging to your organization are all accompanied by a code and paperwork. Reports are sent to these organizations [Turkish Relief Organization, SaveChildren], attached displaying false prices

Several patients were billed and forced to pay treatment expenses to the hospital despite the fact that the hospital is already completely funded by Islamic Relief Worldwide and this is attached to the report
There has also been mistreatment with those inside Syria that is confirmed by all the field hospitals inside Syria
There is a confirmed investigative report that includes a number of cases in which Syrian refugees and patients were mistreated and it is attached to this letter
There is also a complain on behalf of the Patients Association Office due to the number of cases, issues of temperament, and accusations of embezzlement
We request that you confront this liability and take caution in dealing with such personalities, for we suspect that you are misinformed and the manner in which you are informed is wrong and is motivated by personal aims and purposes
