We seek to inform you that there have been a number of troubling questions raised with regards to Dr. Seri Bakkar, the organization director whom you coordinate with for the implementation of your project of Personal Support Clinics inside Syria in the province of Daraa (West Ghariya and Tal Shehab)
Your project was supposed to be implemented on 7/1/2013 but due to delays on the part of Dr. Seri Bakkar, Syria for Relief and Development did not carry out the project until 10/1/2013
All the medical teams were asked to sign contracts on 10/1/2013 as though they had been signed previously on 7/1/2013 and Dr. Bakkar tried to force them to sign contracts, work day schedules, and invoices of salaries supposedly distributed for months prior to when they actually began working as indicated in attached evidence
The medical teams in West Ghariya refused to sign falsely and the project was transferred to Maarba and he forces them to sign the papers, exploiting the dire need inside Syria
The medical teams in Tal Shehab refused as well, however the project was implemented nevertheless. It is suspected that they sent you forged contracts, I urge that you confirm this report because we have evidence from the center director in Tal Shehab that they did not sign the contracts, work schedules, or invoices of salaries
Your funding is not being transferred in its complete amount as is agreed upon contractually between you and his organization. He has sent medical supplies that were donated by another organization and it was sent as if funded by your project, as he has carried out forgery
His organization has a negative reputation and poor dealings that are confirmed by a number of evidences
There are a large number of ill and wounded patients who were mistreated and this is confirmed in official reports, video recording, in addition to the phone numbers of those involved. They are prepared to testify before any investigative committee

Several patients were billed and forced to pay treatment expenses to the hospital despite the fact that the hospital is already completely funded by Islamic Relief Worldwide and this is attached to the report
There has also been mistreatment with those inside Syria that is confirmed by all the field hospitals inside Syria
There is a confirmed investigative report that includes a number of cases in which Syrian refugees and patients were mistreated and it is attached to this letter
There is also a complain on behalf of the Patients Association Office due to the number of cases, issues of temperament, and accusations of embezzlement
We request that you confront this liability and take caution in dealing with such personalities, for we suspect that you are misinformed and the manner in which you are informed is wrong and is motivated by personal aims and purposes
